  It is with sadness that we inform you of the passing of Dr. Carl E. Baum, who died peacefully this morning after suffering a devastating stroke two weeks ago.

  Due to the sudden (and regrettable) demise of Prof. Don Backer, Commission J have requested Prof. Justin Jonas from South Africa to act as Interim Vice-Chair up to the 2011 GA. Prof. Jonas accepted and can be reached at j.jonas@ru.ac.za

  At this moment our thoughts go towards his family, beloved ones and friends. The URSI Board and URSI Secretariat would like to express their deepest condolences and will remember Prof. Backer as a scientists and devoted URSI member.
