Les Young Scientist Awards sont décernés lors des Assemblées générales de l’URSI et des Conférences scientifiques atlantiques de l’URSI sur la radio (AT-RASC) afin de reconnaître un groupe international d’individus ayant apporté des contributions et découvertes innovantes dans la recherche multidisciplinaire liée aux champs et ondes électromagnétiques.
Les Assemblées générales de l’URSI et les Conférences scientifiques atlantiques de l’URSI sur la radio (AT-RASC) se tiennent toutes les trois ans (en alternance) pour passer en revue les tendances actuelles de la recherche, présenter de nouvelles découvertes et planifier les recherches futures ainsi que les projets spéciaux dans tous les domaines de la radio-science, en particulier là où la coopération internationale est souhaitable.
Les Young Scientist Awards sont remis à l’occasion de la fête des Jeunes Scientifiques lors des événements phares de l’URSI. Il s’agit d’un événement informel de réseautage où les Jeunes Scientifiques peuvent se rencontrer entre eux mais aussi avec des membres plus expérimentés de l’URSI, tels que les membres du Conseil de l’URSI, les présidents de Commissions, les vice-présidents et les chercheurs en début de carrière (ECR).
Au sein du Conseil International pour la Science (ICSU), l’URSI possède deux distinctions importantes. Parmi les 26 unions scientifiques internationales « à discipline unique », elle est l’une des rares unions multidisciplinaires. Cela s’explique par le fait que l’URSI fut l’une des quatre unions scientifiques internationales originales ayant formé en 1919 le Conseil International de la Recherche, le prédécesseur de l’ICSU. Une seconde distinction concerne son programme pour jeunes scientifiques. C’est le plus grand au sein de l’ICSU et l’URSI est fréquemment prise en exemple par les autres unions à cet égard. Comment cela s’est-il produit ?
Le professeur Sam Silver, président de l’URSI de 1966 à 1969, a introduit le programme des jeunes scientifiques. Lors d’une réunion du conseil de l’URSI en février 1967, il a proposé que « chaque comité national nomme un ou deux jeunes chercheurs dans leurs pays qui devraient être spécialement invités par le président de l’URSI à assister à l’assemblée générale. Cela constituerait un encouragement immense pour les jeunes et stimulerait leur intérêt et leur participation aux travaux de l’Union. De plus, cela devrait contribuer à apporter de nouveaux talents à l’assemblée générale. » Il a également proposé un fonds spécial pour faciliter la participation des jeunes scientifiques aux assemblées générales de l’URSI.
Pour apprécier la signification de cette proposition, il est nécessaire de rappeler que les assemblées générales de l’URSI étaient beaucoup plus petites qu’à présent et étaient fermées à tous sauf à un nombre limité de délégués officiels invités par les comités membres. Ces derniers étaient principalement des scientifiques internationalement reconnus et des administrateurs de la recherche. Cela conférait aux assemblées générales une certaine mystique pour les jeunes scientifiques qui en étaient exclus. La première assemblée générale à laquelle j’ai « assisté » eut lieu à l’University College de Londres en 1960, alors que je terminais mon doctorat. D’autres étudiants diplômés et moi-même nous étions glissés dans l’auditorium plongé dans l’obscurité pour voir et entendre les célèbres collègues seniors dont les articles nous avaient formés. J’ai de même « assisté » à ma deuxième assemblée générale de l’URSI à Ottawa en 1969, avec d’autres collègues non invités provenant de laboratoires d’Ottawa concernés par la radio-science.
Dans son allocution présidentielle de 1969, le Professeur Silver a reconnu qu’il était « important pour l’Union d’apporter à son assemblée les idées nouvelles et l’idéalisme des jeunes. Car si l’Union n’écoute pas les aspirations et les intérêts des jeunes scientifiques, elle s’ossifiera par complaisance et à force de cristallisations de schémas de pensée. » Il était également important d’aider à faire progresser la science et la technologie dans les pays en développement. Cela relevait explicitement de la responsabilité de l’UNESCO, mais les unions de l’ICSU devaient à la fois participer et fournir un soutien. Le Professeur Silver soulignait que « faire venir les jeunes scientifiques à l’assemblée est une manière pour l’URSI de contribuer à ce programme de service de la science à l’humanité. » Dans un article du Bulletin de l’URSI de décembre 1971, le Professeur Silver indiquait que, pour lui, cette considération était la principale motivation du programme des jeunes scientifiques à Ottawa. Ce programme a également aidé à initier d’importants changements dans la nature des assemblées générales de l’URSI, qui ne sont devenues ouvertes à tous que plus tard.
Dix-huit jeunes scientifiques désignés par treize comités membres de pays plus petits et en développement ont été soutenus par des subventions de voyage totalisant 10 000 $ provenant des fonds de l’URSI lors de l’assemblée générale d’Ottawa en 1969. En outre, les comités membres furent invités à inclure dans leurs délégations certains chercheurs âgés de 25 à 35 ans. Ceux-ci étaient soutenus par leurs pays ou par des bourses de recherche. Le succès du programme des jeunes scientifiques de 1969 incita le conseil de l’URSI à le renouveler lors de l’assemblée générale de Varsovie en 1972, avec des subventions totalisant 11 000 $ pour 14 jeunes scientifiques issus des pays membres suivants : Australie (4), Brésil (2), Inde (2), Nigeria (3), Afrique du Sud (1), Suède (1) et États-Unis (1) ; soit environ la moitié provenant de pays en développement et l’autre moitié de pays industrialisés. Cet équilibre visait à encourager la collaboration entre jeunes scientifiques d’horizons différents et fut maintenu lors des assemblées générales ultérieures.
Lors des assemblées générales de Lima (1975) et d’Helsinki (1978), il n’y eut pas de programmes pour jeunes scientifiques. Les raisons de cette absence ne sont pas explicitement consignées dans les actes des assemblées générales de ces années, mais il est évident que des changements financiers et organisationnels au sein de l’URSI ont sévèrement limité les ressources disponibles pour ce programme. Par ailleurs, à cette époque, les assemblées générales étaient ouvertes à tous les radioscientifiques, qu’ils fussent ou non des délégués invités ou même issus des nations membres, de sorte qu’un nombre croissant de scientifiques, jeunes et plus âgés, y assistaient de toute façon.
Le programme a été relancé et élargi lors de l'assemblée générale de Washington en 1981 où 24 jeunes scientifiques de 17 pays ont été soutenus par des subventions de 300 $ chacune accordées par l'ICSU. Un soutien supplémentaire a été fourni par le USNC/URSI, et des allocations de voyage pour certains des 12 provenant de pays en développement ont été reçues de COSTED, le comité ICSU sur la science et la technologie pour les pays en développement. Pour la première fois, de jeunes scientifiques des pays du bloc soviétique sont apparus lors d'une assemblée générale de l'URSI tenue en Occident : 3 de l'URSS et 2 de Pologne. Ce contingent devait croître substantiellement lors des assemblées générales à partir de 1990, comme le montre la figure accompagnante. Une soirée organisée pour les jeunes scientifiques est devenue traditionnelle lors des assemblées générales suivantes. À Washington, il n’était pas exigé qu’un jeune scientifique présente un article et seuls deux noms de jeunes scientifiques apparaissent en tant que coauteurs dans le programme scientifique, dont tous les articles étaient sur invitation uniquement. C’était encore un honneur exclusif de présenter un article lors d’une assemblée générale de l’URSI.
À Florence en 1984, le programme a été élargi à 47 invités de 33 pays par A.P. Mitra, qui est devenu président de l’URSI (1984-1987) et un fervent partisan du soutien de l’URSI aux pays en développement, ainsi que Jean Van Bladel qui, durant son mandat de secrétaire général (1979-1993) et depuis lors, a été un contributeur majeur en temps et efforts au succès du programme des jeunes scientifiques. Environ la moitié des jeunes scientifiques provenaient de pays en développement et socialistes et ont reçu un soutien pour leurs déplacements de l’ICSU et de COSTED. La Royal Society de Londres a également fourni des fonds issus d’un compte restant de l’assemblée générale de 1960. Une source de candidats jeunes scientifiques provenant des pays africains en développement a été trouvée parmi ceux assistant aux cours de propagation radio à l’Académie des Sciences du Tiers-Monde à Trieste. L’URSI a fourni à tous les jeunes scientifiques une inscription gratuite à l’assemblée générale et les hôtes ont pris en charge l’hébergement et les frais de subsistance. Puisqu'il y avait désormais des symposiums ouverts associés à l'assemblée générale, 9 de leurs noms figuraient sur des articles présentés dans le programme régulier. Une session spéciale était également organisée pour ceux qui souhaitaient donner un article mais qui n'avaient pas de place dans le programme régulier.
Quarante-sept jeunes scientifiques de 23 pays ont été invités à Tel-Aviv en 1987, mais la figure accompagnante montre moins de participants. Habituellement, les jeunes scientifiques doivent organiser leurs visas et leurs frais de voyage, pour lesquels ils sont remboursés lors de l’assemblée générale. Inévitablement, quelques-uns ne peuvent pas le faire à temps et ne se présentent pas. Il y avait deux sessions spéciales parallèles d’articles par de jeunes scientifiques présidées par le président de l’URSI (1987-1990) Alex Cullen et le vice-président S. Okamura.
Prague en 1990 a marqué un tournant pour le programme des jeunes scientifiques de l’URSI et plus généralement pour les assemblées générales de l’URSI, car avec un assouplissement des restrictions de voyage pour nos collègues soviétiques, la participation a atteint un record. Le nombre de jeunes scientifiques officiels a plus que doublé parce que les organisateurs locaux, sous la direction du vice-président de l’URSI V. Zima, ont offert d’héberger 100 jeunes scientifiques lors de l’assemblée générale. Ce nombre supplémentaire nécessitait bien sûr un effort accru de la part du secrétariat de l’URSI et des sources supplémentaires de financement pour les déplacements des jeunes scientifiques venant des pays en développement. De plus, environ une centaine de jeunes scientifiques non officiels sont arrivés de l'Est, principalement de Russie et d'Ukraine, à leurs propres frais et ont été hébergés et soutenus par les hôtes. Il était traditionnel parmi les pays socialistes que les académies des sciences locales hébergent les scientifiques visiteurs venant d’autres pays lors de leurs conférences, mais l’ampleur de ce soutien à Prague a presque mis à l’épreuve la générosité des hôtes. Lors de la réception et du dîner des jeunes scientifiques, ils se sont présentés en masse et les Tchèques, habiles à l’improvisation, ont rapidement pris des dispositions supplémentaires. La plupart des lauréats officiels avaient indiqué sur leurs formulaires de candidature qu'ils souhaitaient présenter un article et pour eux, 44 places ont été trouvées dans le programme régulier. Pour les autres, il y avait 8 sessions parallèles avec un total de 60 articles, dont les résumés sont parus dans le volume 3 des actes. De plus, certains jeunes scientifiques non officiels ont fait des présentations à la fin de ces longues sessions qui suivaient les sessions régulières de l’après-midi, présidées par des présidents de commission de l’URSI et des membres du comité directeur. La qualité de la plupart de ces articles était élevée et beaucoup étaient excellents, mais la fréquentation de ces sessions a été décevante car la plupart du public potentiel était trop épuisé après une journée déjà bien remplie de sessions scientifiques.
À Prague, le premier comité permanent sur les jeunes scientifiques a été formé pour recommander au conseil des moyens d’améliorer le programme. Auparavant, cela relevait de la responsabilité du secrétaire général de l’URSI et d’un membre du conseil de l’URSI. Le nombre de candidats, notamment des anciens pays socialistes, avait fortement augmenté et l’URSI estimait devoir y répondre. Heureusement, sa situation financière permettait une extension supplémentaire du programme pour jeunes scientifiques, non seulement lors des assemblées générales, mais aussi lors des symposiums entre celles-ci. En 1992, par exemple, environ 20 % des revenus de l’URSI étaient utilisés à cette fin, distribués en partie directement par le secrétariat, mais de plus en plus par l’allocation de fonds aux commissions. Il convient de souligner que le soutien de l’URSI aux jeunes scientifiques entre les assemblées générales avait augmenté depuis un certain temps. Entre Florence et Tel Aviv, un soutien partiel d’une certaine nature avait été accordé par l’URSI à 32 jeunes scientifiques provenant de 18 pays différents pour assister à 13 conférences différentes. Entre Tel Aviv et Prague, ces chiffres avaient augmenté à 67 jeunes scientifiques issus de 34 pays à 15 rencontres différentes. Une partie de ce soutien provenait des frais de conférence, par exemple lors du symposium triennal de la commission B sur la théorie électromagnétique, où en 1989, 11 jeunes scientifiques, dont 6 d’Europe de l’Est et de l’URSS, avaient été hébergés à Stockholm. En 1992, 32 jeunes scientifiques d’Europe de l’Est, de Russie et d’Ukraine seulement ont bénéficié d’un soutien lors des symposiums de l’URSI organisés par les commissions B et C et 7 ont été aidés à participer à des conférences sponsorisées par l’URSI.
En 1990, les candidats pour l’assemblée générale de 1993 ont été interrogés sur le nombre de jeunes scientifiques qu’ils pouvaient accueillir et soutenir. Le professeur Okoshi, représentant le comité organisateur japonais pour Kyoto en 1993, proposa 120. Malgré les conditions économiques changeantes entre 1990 et 1993, ce nombre fut maintenu par les organisateurs japonais. Il a été conservé par la suite car, à environ 10 % de l’inscription totale à l’assemblée générale, il représentait la limite des ressources dont disposaient l’URSI et le pays hôte pour le programme. Un changement majeur en 1993 fut qu’il n’y eut pas de sessions spéciales pour les jeunes scientifiques : toutes leurs communications étaient intégrées au programme régulier. Cela nécessitait des organisateurs de programme agissant rapidement pour informer le secrétariat de l’URSI afin que la sélection des jeunes scientifiques puisse commencer et que les lauréats soient informés à temps pour compléter leurs démarches de visa et de voyage. Heureusement, à Kyoto, nous avons eu des organisateurs efficaces en la personne des professeurs Matsumoto et Kimura, mais malgré les meilleures communications par fax et email, ce calendrier a parfois posé des difficultés à certains de nos jeunes scientifiques.
Avec ce changement, l’acceptation et la présentation d’une communication dans le programme régulier sont devenues une condition nécessaire pour obtenir une récompense, la répartition géographique et le besoin financier étant des considérations secondaires. Une enquête menée auprès des jeunes scientifiques à Kyoto indiqua que la majorité préférait être sélectionnée principalement sur la base du mérite scientifique de leur communication. Le prix du jeune scientifique de l’URSI devint alors à juste titre un élément à inclure dans un curriculum vitae. Il était bien entendu presque impossible pour les trois individus impliqués dans le processus de sélection d’évaluer précisément les mérites relatifs de tous les candidats, en particulier ceux des commissions différentes de la leur. Ainsi, tous les comités membres de l’URSI furent invités à classer les candidats de leur pays. Quelques pays membres le faisaient déjà auparavant, mais lors de l’assemblée générale 1996 à Lille, 88 % des 238 candidatures examinées par le comité de sélection avaient été classées. Ce classement fut respecté lors de la sélection avec quelques exceptions, telles que lorsque la communication du candidat ne figurait pas au programme ou en cas d’attribution antérieure d’un prix de jeune scientifique. Les candidats non classés provenaient généralement de pays avec peu de candidats ou de pays non membres de l’URSI, leur nombre étant suffisamment faible pour être traité par le comité de sélection. Autre changement mis en œuvre à Lille : les candidats furent considérés en fonction des pays dans lesquels ils travaillaient ou étudiaient plutôt qu’en fonction de leur nationalité ou origine, comme cela avait parfois été le cas auparavant.
